eHealth Project Management Office


  1. Coordination and management of e-Health implementation across the Territory.
  2. Align, plan and organize all eHealth activities in line with the FCT Policy and Policy Implementation Strategy
  3. Serve as the Secretariat of the Steering Committee and carry out its decisions. 

The PMO has 2 staff and a part-time server manager redeployed from PHERMC.

1. eHealth Plans and Policy Development

  • Development of FCT eHealth Policy and 2018-2022 Policy Implementation Guidelines (First of its Kind in Nigeria)
  • 2017 FCT eHealth Landscape assessment
  • FCT HHSS Operational Guidelines on Privacy, Security and confidentiality for health facilities deploying electronic Medical Records Systems 2018
  • FCT HHSS EMR Guideline and checklist for vendors 2020
  • Draft Telemedicine guideline 2020

2. Deployment of eHealth services and applications

  • Deployment of electronic Medical Records Systems to 6 hospitals (Wuse, Asokoro, Maitama, Kubwa, Gwarinpa, Bwari)
  • Ongoing expansion of EMR deployment to 4 additional hospitals (Nyanya, Karshi,Kwali and Kuje)
  • Deployment of the REMEDI EHR/Telemedicine Diagnostic Device platform in Kuchigoro PHC linking the facility to remote specialists in Wuse District Hospital 
  • Digitization and integration of manual HIV tools into the EMR systems in 6 hospitals
  • EMR Software upgrade in 5 Hospitals
  • Provision of support to FCT Schools of Nursing and Midwifery on 2018 online admission process and Computer Based Test
  • Development of an FCT Human Resource for Health Information System
  • Development of FCT HHSS website 
  • Deployment of data capture platform (InStrat CliniPAK project) to 21 PHCs in Gwagwalada Area Councils to allow better decision making

3. COVID-19 ICT Support

  • In-depth study of South Korean ICT-Enabled Strategy for flattening the curve on COVID-19 Pandemic
  • Establishment of an automated COVID-19 Call centre with toll free lines and appointment scheduling for sample collection
  • Establishment of COVID-19 Risk stratification platform and sms broadcasting service

4. ICT Infrastructure support

  • Upgrade of ICT and supporting Infrastructure in the 6 Hospitals deploying EMR
  • Creation and establishment of an HHSS data integration centre with server back-up and cloud virtual server platform


  • Inadequate staff for the eHealth Project Management Office
  • Lack of adequate office space for eHealth
  • Inadequate budgetary funding to support expansion of ehealth tools and infrastructure to more health facilities
  • Inadequate funding for implementation of the FCT eHealth Policy 
  • Sub-optimal digital literacy level of health care workers
  • Resistance to change with non-compliance to eHealth guidelines by health care workers and facilities
  • Poor internet connectivity particularly at the Area Council level
  • Lack of minimum ICT and supporting infrastructure at health facilities
